[Phar26] PSEB Proposed Bylaw Amendment

Good morning all,
Recently, there has been a proposed change to the PSEB constitution
regarding registration costs.

Currently, PSEB covers 100% of all registration costs less than *$100*.
Due to recent price increases, the amendment is for PSEB to cover 100% of
registration costs under *$109*.
